Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The International Labour Organization is the specialized agency of the United Nations which promotes and implements fundamental rights at work, increases employment and income opportunities for women and men, enhances the coverage and effectiveness of social protection for all, and strengthens tripartism and social dialogue. The International Labour Office is seeking to recruit an International Technical Officer for a technical cooperation project in Sudan called “Building community resilience with young people in Mayo Suburb of Khartoum through improved access to water”, supported by the Government of Japan.
The main objective of this project is to stabilize severely affected communities in Mayo Suburb through the rehabilitation of water, sanitation and hygiene (WASH) infrastructure, using the ILO’s Employment Intensive Infrastructure Programs (EIIP) approach. The project builds on the existing partnership between the ILO and the Ministry of Labour and Social Development (MoLSD), the Ministry of Infrastructure (MoI), and the Ministry of Irrigation and Water Resources (MoIWR).
To create immediate employment and improve the employability of skilled and unskilled young people, the project will provide on-site training opportunities organised as part of the construction work, allowing young people to simultaneously acquire skills and work experience including in crucial maintenance works.
The project aims to bridge the urgently needed humanitarian assistance with long-term/sustainable development initiatives through provision of immediate decent job and various training opportunities. In recent months, most donors have shifted their focus areas towards cash transfers to buffer the immediate impacts of the COVID-19 crisis, as a consequence of which mid to long-term development aspects, such as skills development and decent job creation, have been subsided in the global arena of development cooperation. The Japanese Supplementary Budget channels recognize the need for humanitarian-development-peace nexus, which allows the ILO to respond to the local needs both from short and mid to long-term perspectives.
The project thus aims to achieve the following four interrelated results:
- Water access facilities and drainage systems in Mayo Suburb, Khartoum, that serve to over 260,000 inhabitants, are rehabilitated creating direct employment opportunities for male and female members of the mayo community.
- Water and sanitation related skills development for young female and male participants will support members of the local community to obtain employment during as well as after project completion;
- Awareness on occupational safety and health (OSH) principles during and after the COVID-19 crisis will enable workers in the construction sectors to protect themselves and others;
- Capacity building support for evidence-based national investment planning, will allow local authorities and ministerial counterparts to plan for infrastructure investments and explore the feasibility of the EIIP approach to plan and prepare for recurring seasonal floods;
This way the project ultimately impacts on people’s resilience to consequences of climate change, environmental stresses and natural hazards through strengthened institutions, policies, plans and programmes as well as direct employment promotion and skills and entrepreneurship development. It also impacts on the workforces’ adherence to Covid-19 prevention measures.
- The International Technical Officer will work under the overall responsibility and direct supervision of the Director of the ILO Country Office for Ethiopia, Djibouti, Sudan, South Sudan, and Somalia, based in Addis Ababa.
- Moreover, s/he will collaborate closely with the ILO Decent Work Team in Egypt, and the EIIP specialist in Mogadishu, as well as the technical departments at Geneva headquarters in charge of promoting the EIIP approach, skills development and occupational safety and health (DEVINVEST, SKILLS, LABADMIN/OSH).
- S/he will provide technical assistance to the National Project Coordinator (NPC). In relation to the NPC, s/he will be in charge of technical and managerial support for all planned activities.
The Technical Officer will support the effective implementation of the project through the technical, efficient and timely execution of tasks in accordance with the policies, values and procedures of the ILO, overall guidance from the donor and alignment with the Transitional Government of Sudan strategic orientations. The incumbent will initiate, sustain and guide cooperation with key partners, in close collaboration with the National Project Coordinator and relevant ILO technical specialists.
Description of Duties
- Ensure a flow of regular and complete information on the status of the activities planned and implemented between the Project team in Sudan, the ILO CO Addis Ababa and backstopping technical specialists; as well as with the Government of Japan and external partners in compliance with the requirements set out in the project document;
- To develop operational working relationships with the key partners in the Transitional Government of Sudan, national actors and direct and indirect beneficiaries of the project in the field of employment intensive investments, specifically the labour based construction unit under the Ministry of Labour;
- Assist in the monitoring and coordination of research carried out by external collaborators and implementing partners;
- Provide technical support for the implementation and monitoring of employment intensive works, with a view to strengthening the capacities of the various indirect beneficiaries, involved in the project (e.g. Ministry of Labour and Social Development (MoLSD), Ministry of Health (MoH), Ministry of Infrastructure’s Urban Planning Unit (MoI), Ministry of Water Resources, sewer systems unit (MoWR) as well as micro-finance institutions, local banks, and local communities);
- Ensure consistent technical support to the project, including in the formulation of reports, work plans, procurement plans, monitoring and reporting frameworks and project implementation in collaboration with the National Project Coordinator, the ILO Office in Addis Ababa and the relevant technical specialists of the responsible Decent Work Team based in Mogadishu/Cairo;
- To support the Ministry of Labour and Social Development’s Labour Based Construction Unit in the coordination of employment intensive works and economic integration and local development through the identification of infrastructure development priorities and the formulation of new project proposals(including outside of Khartoum);
- Track project results highlighting the ILO’s contribution and advocate for capacity building of constituents, technical and financial partners on employment intensive investments, skills development and occupational safety and health;
- Ensure that the processes for preparing for implementation, including drawing up technical specifications, drafting bidding documents for procurement and identifying service providers and local contractors comply with ILO regulations;
- Provide inputs to promote and contribute to South-South communication, knowledge sharing and cooperation with other ILO projects related to the Employment-Intensive Investment Programme, the Jobs for Peace and Resilience flagship programme, and other relevant areas around the world, particularly in Africa;
- Participate in the organization of conferences, seminars, workshops, training sessions and meetings in collaboration with the technical support of experts and represent the project in various meetings, including technical working group committee meetings;
- Contribute to the Country Offices resource mobilization efforts and carry out other tasks as requested by the Country Director;
First Level University Degree in Civil Engineering or Social Development, or other related fields.
Atleast five years of relevant work experience at national level and at least three years at international level in managing rural infrastructure projects in challenging environment in collaboration with governments of developing countries, with donor agencies and a heterogeneous teams of consultants, experts and collaborators. Knowledge in employment intensive investment programmes, civil works, skills development, OHS and WASH, familiarity with the rules and procedures of the ILO or the United Nations System in the field of development cooperation is an advantage.
Fluency in written and spoken English. Knowledge of Arabic is an added advantage.

- Ability to plan and organize work and to guide and coordinate the work of external collaborators, general service staff or assistant experts;

- Discretion and high sense of responsibility, judgment and diplomacy. Demonstrates integrity and respect for UN, specifically ILO, standards at all times;
- Computer skills using all MS-Office applications;
- Knowledge of the ILO’s jobs for peace and resilience recommendation No. 205;
- Ability to prepare reports and publications of high quality, technically correct and with conclusions for the development of action plans and programmes.
- Ability to monitor communication for development initiatives and to advocate for the valorisation of results and impact.
- Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
