Job Description

Reports to: Senior Technical Manager

Purpose:  Under the senior technical manager’s supervision, the senior officer will be responsible for the operation and maintenance (OandM) of CARES facilities related to desalination, aquaculture and agriculture. She/he will be supporting CARES running experiments and supervising their smooth operation.

Principal Accountabilities: 

  • Responsible for the overall technical operation and maintenance (OandM) for CARES water desalination and aquaculture facilities
  • Manage all CARES experiments according to the developed plan by the researchers/faculty
  • Develop and implement policies and procedures related to the OandM of CARES water desalination and aquaculture facilities
  • Fully responsible for implementing and reporting all facilities, OandM plans, including infrastructure, equipment, materials, buildings
  • Oversee all the facilities functions, including water feed, pumps, pipelines, storage, treatment, and effectively responds to emergency situations
  • Responsible for maintaining a safe work environment and ensuring all the facilities equipment comply with the University’s health and security standards by regularly testing the tools and equipment to ensure they match the required working condition
  • Ensure that facilities are adequately organized and maintained and ready to be utilized in research projects according to the facilities’ policies and procedures
  • Responsible for the organization of the facilities’ inventory of spare parts and consumables and maintaining an updated database of relevant external contacts, including equipment suppliers and service providers
  • Provide technical support to researchers and other team members, including responding to technical inquiries and facilitating access to the facilities and using different equipment following the facilities’ policies and procedures
  • Coordinate any relevant administrative and logistical tasks, including the initiation of procurement processes whenever necessary
  • Oversee the planning and distribution of water facilities’ daily operations, establish relevant work priorities and sequence, assign, and manage all related technical work focusing on sustainability, quality, efficiency, cost, and schedule
  • Ensure timely and accurate completion of all assigned tasks, submission of OandM periodic and non-periodic reports
  • Identify and liaise with qualified system/facility maintenance contractors and manage quality, schedule, and work cost
  • Ensure scheduled maintenance and calibrations of all equipment is completed according to the standard procedures
  • Oversee the administration of all documents related to water facilities’ equipment and research projects, including the filing of documents, both physically and electronically
  • Respond to emergencies after regular working hours and participate in “On-Call Duty” as needed
  • Ensure that all system emergencies are addressed promptly, and causes are determined, and remedial plans developed
  • Carry out any additional responsibilities as assigned

Requirements:

Minimum Education Requirement: Bachelor’s degree in mechanical, chemical, electrical, or civil engineering

Experience:

  • A minimum of 10 years of experience in process engineering preferably water related processes
  • focusing on water hydraulic, desalination treatment and/or aquaculture systems
  • Experienced in water process design, including all technical calculations such as sizing of components, pumps selection, piping and valves

Skills:

  • Strong knowledge of office business software including MS Word, Excel and PowerPoint
  • Excellent oral and written communication skills in both English and Arabic
  • Strong interpersonal skills, ability to interact effectively with contractors, researchers and other relevant stakeholders and personnel
  • Highly detail-oriented and very organized
  • Self-motivated, creative, and energetic
  • Ability to work under pressure
  • Ability to multitask and track the progress of several activities at once
  • Ability to prepare project detailed BOM and technical and financial reports
